In short, network infrastructure is the foundation of a well-built network.  

Network infrastructure is the hardware and software resources of an entire network that enable network connectivity, communication, operations and management of an enterprise network. Network infrastructure provides the communication path and services between users, processes, applications, services and external networks (the internet).

Network infrastructure can further be defined as the foundation, Layer 1 - The Physical Layer, of the Open Systems Interconnection model (OSI model).  The Physical Layer of the Open Systems Interconnection model (OSI model) determines the relationship between a device and a physical transmission medium. This can include electrical cable, fiber optic cable, or a radio frequency link. This also includes the layout of pins, voltages, line impedance, cable specifications, signal timing, and frequency for wireless devices.
